Yunnan Provincial People's Association for Friendship with Foreign Countries

On November 19, the 2025 Lancang-Mekong Local Government Cooperation Forum and the Historical and Cultural City Dialogue were held in Dali.

On November 19th, at the same time as the in-depth study and implementation of the spirit of the fourth plenary session of the 20th CPC National Congress, the 2025 Lancang-Mekong Local Government Cooperation Forum and the Dialogue on Historical and Cultural Cities were held in Dali.

Wang Ning, Secretary of the Provincial Party Committee, and Yang Wanming, President of the China Association for Promoting Friendship with Foreign Countries, attended the opening ceremony and delivered speeches.

Vang Sava, Secretary of the South Nadao Provincial Party Committee of Laos; Pham Xuan Phu, Chairman of the People’s Committee of the Province of Bac Kiang in Vietnam; and Khun Binh Nong, Deputy State Secretary of the Ministry of Culture and Fine Arts of Cambodia delivered speeches.

The six countries of the Lancang-Meikong (L-M) region share the same river and are closely linked by their destiny. Under the strategic guidance of President Xi Jinping and leaders of the countries, the L-M cooperation has been cultivated for 10 years and has become a golden bond to share opportunities, a green bond to protect the ecology, and a bond of people's hearts to build happiness. The construction of the community of destiny of the L-M countries has grown strong, and local cooperation has borne fruitful results. Yunnan will fully implement the deployment of the Fourth Plenary Session of the 20th CPC Central Committee, carry forward the spirit of the L-M, strengthen local exchanges, and contribute to the new golden 10 years of L-M cooperation. Looking ahead, we are willing to work with all countries to promote the L-M cooperation to flow forward, adhere to mutual benefit and win-win cooperation, tap the potential of cooperation in trade and investment, cross-border industrial capacity, digital economy, etc., and create a model of shared development of the China-Laos Railway; adhere to the priority of ecology and green development, expand the cooperation space in new energy, bio-economy, etc., and create a model of green development of the Lancang-Meikong Basin; adhere to amicable relations with neighbors, enrich the content of cooperation in culture, poverty reduction, youth, etc., and create a model of border amicable relations, security, and prosperity.

President Xi Jinping has proposed the Global Initiative for Good Governance, providing the world with another important international public good. Over the past ten years since its establishment, the Lancang-Meikong Cooperation Mechanism has benefited the people of the six countries. The China Association for Promoting International Exchanges and Friendship is willing to work with all parties to jointly build more bridges for people-to-people exchanges, pragmatic cooperation, people-to-people exchanges, and youth friendship, and to join hands in writing a new chapter in Lancang-Meikong local cooperation. It is hoped that the local governments of the Lancang-Meikong countries will adhere to their original aspiration, carry forward the spirit and culture of the Lancang-Meikong, strengthen solidarity and cooperation, and lay a solid foundation for the community of shared future of the Lancang-Meikong countries; adhere to innovation, seize the opportunities of digitalization, intellectualization, and greening, and improve the quality and efficiency of Lancang-Meikong local cooperation; and strengthen ties, carry out more people-to-people exchanges and civilizational dialogues, and make the people of the Lancang-Meikong countries closer and closer, creating a bright future of shared destiny.The participants highly appraised the achievements of the Lancang-Meikong Cooperation over the past 10 years and the outcomes of the Local Government Cooperation Forum held over the past five years. They agreed that the Lancang-Meikong Cooperation has been advancing in a practical and efficient manner, local governments have been closely cooperating with each other, and the cooperation has brought tangible benefits to the people of the region. They expressed that local governments in the countries will fully play their respective advantages, participate in the Lancang-Meikong Cooperation in various ways, deepen exchanges and cooperation, strengthen economic and trade exchanges, and continuously improve the level of cooperation in agriculture, tourism, ports, media, friendly cities, cultural heritage protection, etc., to make new contributions to building a community of shared future for the Lancang-Meikong countries.

The forum, sponsored by the All-China Association for Foreign Friendship and organized by the Foreign Friends Association of the province and the government of the Dali Bai Autonomous Prefecture, was themed "地方 empowerment brings new opportunities; rivers and mountains share the same future". Chinese and foreign guests engaged in dialogue and exchanges on issues such as global governance, ecological civilization, and cultural and historical heritage protection.

relevant responsible persons of the Ministry of Foreign Affairs of China, relevant responsible persons of the provinces, autonomous regions and municipalities directly under the Central Government, Wang Zhengying, Xu Hao of Yunnan Province; relevant departments of Cambodia, Laos, Myanmar, Thailand, Vietnam, local governments and resident envoys to China, etc., more than 200 people participated in the above activities.
